Grant Name: Allowance for Special Needs Program – Youth







This program is designed for students who attend a private preschool, elementary school or secondary school not accredited for purposes of subsidies, located in Québec, and whose special needs limit their learning activities at home.


  • be a Canadian citizen, a permanent resident, a refugee or a protected person within the meaning of the Immigration and Refugee Protection Act
  • be residing in Québec or deemed to be residing in Québec at the time the application for a special needs allowance is filed
  • be admitted to an educational institution that is recognized by the Minister to pursue studies in a recognized program at a private educational institution that is not accredited by the Minister for grants to students
  • be considered a full-time student by the educational institution or receive a minimum of 20 hours of instruction per month at the preschool, elementary or secondary levels, excluding vocational training and adult education
  • be suffering from one of the following major functional disabilities
    • severe visual impairment
    • severe hearing impairment
    • motor impairment
    • organic impairment

or be suffering from one of the following recognized disabilities:

    • minimum hearing threshold of 25 decibels
    • paralysis of a single limb
    • paresis of one or more limbs
    • language or speech impairment
  • not be receiving financial assistance from another organization for the same needs

How to Apply?

If filing an application for a special needs allowance:

  1. Print the Application and fill out sections 1, 2, and 4
  2. Meet with one of the following persons to enable him or her to evaluate your child’s special needs and to fill our section 5 of the form (a therapist with a rehabilitation centre or an educational institution, a therapist in private practice, a psychiatrist)
  3. Have section 6 (medical certificate) filled out by a general physician or a medical specialist
  4. Section 3 (Studies and Confirmation) of the application – filled out by principal of the school attended
  5. Obtain a price quote for the material resources your child requires to pursue his/her studies
  6. Mail or fax us the form
  7. Send the invoice confirming payment of the material resources no later than 60 days following receipt of the allowance installment

If filing application for authorization of equipment repair/replacement

  1. Print Application and fill out sections 1 and 3
  2. Have section 2 filled out by authorized person with the administration of the educational institution and section 4 filled out by the dealer that sold you the device
  3. If equipment cannot be repaired or if the cost of the repairs exceeds 60% of the initial purchase costs, fill out section 5
  4. Mail or Fax the form

Send the invoice confirming payment of the repair or replacement of the device no later than 60 days following receipt of the allowance instalment
