Grant Name: Apply for funding for the Skills for Success Program – Training and Tools Stream





You can apply between January 26, 2022 and March 9, 2022 3:00 PM Eastern Time.
Funding decisions will be made by late Fall 2022.


The objective of this Call for Proposals under the Skills for Success (SFS) program is to fund organizations that will help Canadians at all skill levels improve their foundational and transferable skills to better prepare for, get and keep a job, and adapt and succeed at work.

Projects funded under this Call for Proposals will allow the SFS Program to:

  • respond to current skills and labour market issues, and
  • enable the broad adoption and uptake of the Skills for Success Model

Please note that there are 2 funding streams under this Call for Proposals:

  • the Training and Tools Stream, and
  • the Research and Innovation Stream

Under the Training and Tools Stream of this Call for Proposals, projects that will be funded must focus on:

  • designing and implementing training, and
  • developing assessment tools and training resources

Note: For this call, eligible organizations can submit only 1 application per stream under a single CRA business registration number.

Eligible organizations under the Training and Tools Stream can apply for funding of up to $10 million per project.

All projects under the Training and Tools Stream must end by March 31, 2024.


To apply, you must meet all the following eligibility criteria.

Eligible applicants

Your organization must be 1 of the following:

  • Not-for-profit organization
  • For-profit organization (provided that the nature and intent of the activity is non-commercial, not intended to generate profit, and supports program priorities and objectives)
  • Labour union
  • Municipal government
  • Indigenous organization including:
    1. band council
    2. tribal council
    3. self-government entity
  • Provincial and territorial government, institution, agency, and Crown Corporation

Eligible projects

Your project must meet all of the following criteria:

  • duration of the project must not exceed March 31, 2024.
  • scope of the project is eligible if it covers 1 or more of the following:
    • National in scope, meaning the project includes activities that will take place in more than 1 province or territory, including online
    • Regional in scope, meaning the project includes activities that:
      • will take place within a province or territory, and
      • target racialized groups or Official Language Minority Communities, and/or
    • Remote in scope: meaning having:
      • a population of less than 1,000 (core population), and
      • no, or very little, access to the services of the closest municipality with a population of 1,000 or more exists
  • request no more than $10 million per project
  • focus on:
    • designing and implementing training to support individuals to improve their foundational and transferable skills and be better prepared to meet on-the-job demands; and/or
    • develop assessment tools and training resources
  • enable the broad adoption and uptake of the Skills for Success Model. This is done by including a dissemination and sustainability strategy to share project results with organizations and employers
  • ensure access to skills training opportunities is unaffected by one’s gender identity, gender expression or sexual orientation. The project must contain a strategy to achieve gender equality in the delivery of their training
