Trained water and wastewater system operators are key in helping First Nation communities to reduce and prevent risks to water and wastewater systems and to ensure safe drinking water.
Indigenous Services Canada (ISC) funds the Circuit Rider Training Program. The program provides First Nations water and wastewater system operators with hands-on training on how to operate, service and maintain the water and wastewater systems in their communities.
ISC helps First Nation communities build and retain the capacity to operate, service and maintain their water and wastewater systems.
The department provides funding to First Nations to enable operators to undertake training and supports a number of national and regional initiatives, including the Circuit Rider Training Program.
This long-term capacity building program delivers training and mentoring services to First Nation operators across Canada by third-party experts. These qualified experts assist First Nation operators in obtaining and maintaining their certification and may also provide advice to Chiefs and Councils on how to develop and maintain their own clean and safe water systems. They endeavor to provide 24/7 emergency support to communities.
The program supports First Nations in:
- developing and maintaining capacity to manage systems
- increasing reliability of systems
- ensuring efficient operation
- ensuring standards for health and safety are met
- maximizing the use of existing infrastructure
- providing 24-hour access to qualified experts in case of emergencies
Through the FNWWEP, ISC invests approximately $12 million per year in the Circuit Rider Training Program. Activities under the FNWWEP includes capital investment, operations and maintenance funding, and capacity building such as the Circuit Rider Training Program.
ISC also supports improved water and wastewater systems through its Capital Facilities and Maintenance Program.
Any First Nation that operates a community drinking water system or wastewater system is automatically enrolled in this program. Any First Nations community can choose not to participate by informing their nearest regional office.
How to Apply?
First Nations do not need to apply for this program. Any First Nation that operates a community drinking water system or wastewater system is enrolled in the program automatically. ISC’s regional offices hire a roster of qualified experts who are available to support First Nation operators through the Circuit Rider Training Program.
