Description

The Community Spaces Fund provides funding to official language minority communities for projects to build new community and cultural spaces, renovate and upgrade infrastructure and multi-purpose spaces in more community centres not attached to educational institutions. These meeting places, conducive to exchanges, will contribute to the individual and social development of the community.

Eligibility

To be eligible for funding, an applicant must be:

  • a registered Canadian non-profit organization.

Eligible organizations must demonstrate that their missions, their mandates or the majority of their activities contribute to the development and vitality of official language minority communities as a whole.

Eligible projects include, but are not limited to:

  • construction, expansion, or renovation/modernization of facilities dedicated to the development and vitality of official language minority communities.
  • acquisition and renovation of an existing building for community or cultural spaces.
  • acquisition of furniture and essential or specialized equipment.
  • completion of feasibility studies for the construction of facilities dedicated to the development and vitality of official language minority communities.

Please note that we are no longer accepting project applications for the 2020-2021 fiscal year. We are however accepting 2021-2022 funding request for projects, i.e., projects starting April 1, 2021.

Priority will be given to projects in regions that have not received funding from Canadian Heritage in the past. Projects may be multi-year; however, they would need to end by March 31, 2023.

Eligible expenditures include, but are not limited to:

  • feasibility studiesFootnote1;
  • business plans, administrative costs, salaries, and professional fees related to project management.
  • building permit fees.
  • acquisition and renovation of an existing building for community or cultural spaces.
  • professional costs related to architectural or technical design, risk assessment, technical studies and environmental assessments.
  • costs related to the construction, expansion and renovation/modernization of a building, including demolition, excavation, materials, labour, environmental practices and sustainable construction (for example, LEED, Eco Energy);
  • renovation of a religious building reassigned to secular use only, dedicated solely to community activities aimed at the development and vitality of official language minority communities.
  • essential or specialized furniture and equipment.
  • construction signage in recognition of the financial support of the Government of Canada during the work as well as the recognition plaque once the work is completed.

The following expenditures are not eligible:

  • construction, expansion, or renovation/modernization of outdoor facilities.
  • acquisition or development of land and landscaping, sports fields, and outdoor playgrounds.
  • operating expenditures (e.g. salaries, travel expenses, office equipment and furniture, vehicles);
  • furniture and equipment intended for outside the community or cultural spaces (e.g., tables, benches, decorations, etc.).
  • regular building maintenance.
  • insurance costs.
  • costs related to public works infrastructure such as building or restoration of roads, wharfs, or sewers.
  • parking, gift shops or food facilities.
  • projects related primarily to a place of worship or church activities.
  • long-term accrued interest on financing.

Expenditures incurred prior to receiving an application cannot be funded. If expenditures are incurred for the project before receiving the written confirmation of funding approval, the applicant does so at its own risk. Note that the feasibility studies funded by the Department of Canadian Heritage do not guarantee the financing of the project.
